Certificates of Insurance

Understanding the simplicity and complexity of certificates of insurance is an art form. This session will break down certificates of insurance as we examine the nuts and bolts of coverage, policy dates and the document as proof of insurance. Also discussed will be the circumstances where certificates are often requested--construction projects, permitting, special events, and professional services, as well as why it's important to take a second look at how those certificates impact the totality of your risk. Other topics include why it’s important to make sure your certificate matches the requirements in your contract and ideas on how to track those pesky expiration dates as you bring your project to conclusion.

Safety Committees: Building a Safety Plan

Safety programs are necessary written documents, but safety plans are specific to the work environment and subject to change based on conditions. With the assistance of safety committees, specific work plans can identify both hazards in the workplace and help adapt procedures to not only identify the hazards associated with the task, but provide safety procedures to limit exposure through identification, training, engineering, when possible, and personal protective equipment. Each plan requires evaluation of the work exercise enhanced by the participation of a safety committee based on their unique experience and insights.

Mentoring is Not a Nice-to-Have

Most workplaces are in flux in 2025 as institutional knowledge retires, internal talent rises to new responsibilities and recruitment casts a wide net for needed replacements. Professional development is important and should be a hybrid model of formal and informal training, considering evolving needs by people and capabilities using technology. However, a low-tech method used by humans throughout history remains key to the process – mentoring. It not only provides education (me start fire, you watch) but also builds relationships, challenges the status quo and creates a common goal. Sherri Adams, ARM, WCCA

Risk Manager, City of Kansas City, MO

Sherri was the PRIMA Risk Manager of the Year in 2024. Since 2021, she has been the risk manager for the City of Kansas City, MO, managing safety, workers’ compensation, insurance programs, insurance requirements in contracts and other duties. Prior to her arrival in Kansas City, she worked in California for small and large counties, a TPA and transit district. She served on the PRISM Board of Directors for over 13 years, with two years as a member of the Executive Committee. She also served on various other risk related committees. She graduated from San Jose State University with a BS in Business Administration in marketing and has an ARM as well as the WCCA.

Randy is co-founder of E3 Professional Trainers, a Texas-based training firm that provides workplace and life training for individuals, teams and companies. Fernando Branco, MD, FAAPM&R

Chief Medical Officer, Midwest Employers Casualty

Fernando is board certified in physical medicine and rehabilitation, pain and addiction medicine with 30 years of clinical practice. Dr. Branco was formerly the medical director of a multidisciplinary rehabilitation pain center. He has decades of experience on workers’ compensation cases and as the chief medical officer of an excessive carrier he deals with difficult catastrophic (spinal cord injuries, traumatic brain injuries, amputees, and burns) and chronic pain patients.

Thomas Bullock, III

Thomas obtained an Associate of Applied Science in police science from Southside Virginia Community College prior to earning his Bachelor of Science in the administration of justice from Virginia Commonwealth University and his Master of Science in administration-human resources administration from Central Michigan University. Thomas has also attained the Associate in Risk Management-Enterprise Risk Management designation. As a police officer for 14 years, Thomas worked in narcotics, community policing and patrol. He joined Virginia Risk Sharing Association in 2006 as a law enforcement specialist and was promoted to director of education and training in 2018.

Sean Catanese

Enterprise Risk Management Program Manager, King County, WA

Sean has managed King County’s enterprise risk management program since 2014. King County is the nation’s 13th most populous county. King County government includes more than 16,000 employees serving 2.3 million residents with mass transit, public health and criminal justice, among many other vital services. Sean was recognized as PRIMA's 2023 Public Risk Manager of the Year. He also serves on PRIMA’s Enterprise Risk Management teaching faculty and on the board of his local PRIMA chapter. He is a regular contributor to works developing the profile and understanding of ERM, with a specific focus on how public sector agencies can engage ERM to improve their performance and decision-making. Prior to joining King County in 2014, Sean was an analyst and senior ERM consultant, serving a wide range of clients in public and private higher education, public safety and municipal government, among others.

He is located in Southern California and has city, county, school and special district clients in eight different states. Kelvin Coleman

CEO, Route 2 Strategies

Kelvin is the founder and managing director of Route 2 Strategies, LLC. In this role, he supports entities in Canada and the U.S. with a focus on emerging technology including cybersecurity and artificial intelligence. Prior to this role, he was an executive partner at IBM. Kelvin has served in several roles in the public, private and non-profit sectors including as chief executive officer and executive director of the National Cybersecurity Alliance. He also served on the White House National Security Council – Cyber Directorate. Other stops along his career have included the National Defense Information Sharing and Analysis Center, FireEye, where he managed National Security Agency and Department of Defense issues, and the U.S. Department of Homeland Security. Kelvin currently serves on several boards in the Washington Metropolitan area including the Mayor’s Homeland Security Advisory Commission, the Beauvoir School (board chair), and Dumbarton Arts & Education (board chair). He also served as a board director of Fair Chance, the Black Student Fund and the National Child Research Center.

Joe is a risk manager for Schools Insurance Authority (SIA), a self-insurance pool based in Sacramento, CA. He provides risk transfer services, insurance coverage expertise and general risk management direction for the 34 Northern California school districts that make up SIA. He currently sits on the PRIMA Board of Directors.

Dean Coughenour, ARM

Risk Manager, City of Flagstaff, AZ (Ret.)

Dean is the retired risk manager for the City of Flagstaff and directed their risk management department. Dean has over 30 years’ experience in proactive risk management and has served on various boards and associations, including Arizona Municipal Risk Retention board and City of Scottsdale Loss Trust Fund board. He is a past national board member of PERI (Public Entity Risk and Insurance), past loss trust fund board chair for City of Scottsdale, past president of PRIMA National and has held various other community leadership positions. He is a frequent speaker on risk management topics and techniques that make a measurable difference in results.

Tina D’Andrea, RN, BSN, MBA, CCM, MSCC

Senior Medical Management Consultant, Midwest Employers Casualty

Tina is a certified case manager and Medicare set-aside certified consultant. She has over 25 years of experience in workers’ compensation case management, including experience providing telephonic case management for employers, physicians and attorneys. In her current role, Tina offers a unique perspective to the identification and management of high-risk workers’ compensation cases and helps develop ways to achieve the best resolution possible for both the injured worker and their employer.

Megan Damato, Esq.

Director of Risk Management, Town of Greenwich (CT) and Greenwich Public Schools

Megan was the recipient of PRIMA’s Public Risk Manager of the Year award in 2021. She began her career as an attorney before entering risk management. She earned her JD from Quinnipiac University School of Law in 2005. That background has been a valuable foundation in designing coverages and managing claims. Megan founded the Cyber Security Task Force and Greenwich’s Defensive Driving Program. She is past president and secretary of the Connecticut Chapter of PRIMA, founding president of the newly established PRIMA New England, past chair and member of the National PRIMA’s Education Committee, and has served as both chair and member of PRIMA’s Chapter Relations and Membership Enhancement Committee.

Chester Darden

Director of Loss Control, Public Entity Partners

A native of Hohenwald, TN, Chester is a graduate of Behtel University. He has a diverse background in the state of Tennessee with 38 years of public sector experience. Chester was previously employed with the Tennessee Department of Transportation and the city of Hohenwald. Chester has served on the Tennessee Recreation and Parks Board, City of Spring Hill Library Board of Trustees and Spring Hill Economic Development Committee. He currently serves on the Spring Meadows Academy Board of Directors, Texas Commission of Law Enforcement Advisory Board and PRIMA Board of Directors.

Rodney Escobar

Director Claims and Risk Management, State of Tennessee Department of Treasury

Rodney is the director of claims and risk management for the Tennessee Department of Treasury. Rodney has been with the State of Tennessee for 12 years and is currently overseeing the state’s property self-insurance programs, loss control program, the processing of tort claims, workers’ compensation program, criminal injuries compensation program, sexual assault forensics examination payment program, interlock and GPS monitoring program, the Teacher’s Liability Insurance Program, Cyber Response Program, and the Tennessee Captive Insurance Company. Rodney and his team are dedicated to working with state departments and universities to develop risk programs that help identify opportunities for improvement to reduce workplace injuries, liability exposures and the overall financial losses to the state’s risk management fund. Rodney has a master’s degree in criminology. His risk management experience began with the City of Franklin, TN where he served as a law enforcement officer for 11 years and then as the city’s risk manager for four years. Rodney was named PRIMA’s 2017 Public Risk Manager of the Year.

Lori Gray

Assistant Director of Finance for Risk & Wellness Services, Prince William County, VA

Lori has been the assistant director of finance for risk and wellness services for Prince William County for over 25 years. She has an additional 10 years of experience in safety and loss control. In this position, Lori oversees the administration and management of the Prince William Self-Insurance Group (PWSIG), two risk sharing pools, and is chairman of that Board.  The PWSIG was created to provide workers’ compensation and casualty insurance to two member entities that are political subdivisions of Virginia. This insurance program is licensed and regulated by the State Corporation Commission’s Bureau of Insurance. Through her successful strategies and risk control techniques, PWSIG has actualized dividend payments totaling over $22,000,000. She has succeeded in building the entire risk program from scratch. This program has had positive impacts throughout the organization and risk is integrated into the culture. Lori previously worked for the Metropolitan Washington Airports Authority (MWAA) and served on the Safety Transition Team for the building of the new terminal at Ronald Reagan Washington National Airport. This team served to identify and prevent any liability exposures before the terminal opened to the public.

Shannon Gunderman, CPCU, ARM, AIS, CWCP

Operations Director, Arthur J. Gallagher & Co.

Shannon is an operations director and senior consultant at Gallagher. He has over 25 years of risk management experience, and his areas of expertise include project management, enterprise risk management, process improvement, predictive analytics, strategic planning, data analytics and visualization, litigation support, safety and HIPAA compliance, and claim management. Prior to joining Gallagher, Shannon served as the administrative services director for Yuma County, AZ, where he managed the county’s property, liability, unemployment and workers’ compensation insurance programs. As a Lean Six Sigma Black Belt, he led process improvement projects in the areas of administrative records management, customer service and the criminal justice system. Shannon is a certified public manager through Arizona State University and holds the CPCU, ARM, AIC and CWCP designations.

Dan Hurley, CSP, ARM-P

Independent Risk Manager

Dan is a former risk manager for both a school district and a municipality and has worked as a safety officer for an additional municipality. He is a past president of PRIMA, past president of the Virginia PRIMA chapter and served as treasurer for Public Entity Risk Institute (PERI). Currently, Dan is serving as a board member for Virginia PRIMA and is a volunteer at Jamestown rediscovery and with Colonial Road Runners.

Geoff Jones, Esq.

Senior Claims Counsel, Midwest Employers Casualty

Geoff is senior counsel for Midwest Employers Casualty (MEC), where he has worked throughout the United States for the past 14 years. In this role, he provides legal guidance and solutions for catastrophic and complex workers’ compensation claims. One of Geoff’s strongest assets is his ability to mitigate and resolve high exposure claims, leading to significant savings for MEC partners. His knowledge of Medicare implications enables favorable outcomes for injured workers and other claim stakeholders. When not settling claims, Geoff frequently collaborates with MEC’s advanced analytics unit and clients to drive meaningful innovation. His focus in the use of advanced analytics is to create positive outcomes for MEC partners in a collaborative, solution-oriented manner.

Michelle Jordan, CWCP

HR Manager, Risk, Benefits & Compliance, Clayton County Water Authority

Michelle has served at Clayton County Water Authority (CCWA), an award-winning water utility, for the past 24 years. She serves as the HR manager for risk, benefits and compliance. In her role at CCWA, she partners with leadership across the entity to safeguard their assets and to implement innovative risk management frameworks tailored to the unique challenges of a water utility.  Michelle serves as vice president for GA PRIMA and is part of the Chapter Relations committee for national PRIMA.

Amy Larson, Esq.

Risk & Litigation Manager, City of Bloomington, MN

Amy has been the risk manager for the City of Bloomington, MN since July 2000. She is responsible for the overall planning, management, administration, organization and coordination of the city’s risk management program; review and negotiation of city contracts; and litigation management. Amy is a licensed attorney in the state of Minnesota and a frequent presenter for many national PRIMA events, including PRIMA Institute, the national conference and speaker's bureau. Amy is the current chair of the PRIMA Institute and has been actively involved with PRIMA Institute since 2013. She also served on the national PRIMA board of directors from 2012-2019, including serving as the national PRIMA president from 2017-2018, and serving as a member of the Public Entity Risk Institute (PERI) Board of Directors from 2012-2017. Amy is also very active in the Minnesota chapter of PRIMA and currently serves as its past president.

Allie Matthews

Risk Manager, City of Tucson, AZ (Ret.)

Allie began her career in public education serving 37.5 years in various capacities that included curriculum, finance, risk and human resources departments until her retirement in 2013. She immediately began her second career as the risk manager/fund administrator for the City of Tucson, managing a combined workers’ compensation and public liability trust fund with varied risk programs. During her leadership, risk programs were enhanced, and the city managed to turn the fund’s $24M negative net position into a positive net position within six years. Allie retired from the City of Tucson in June 2023. She serves as immediate past president of St. Luke’s community elder care home and is a trustee of the City of Tucson’s Self-Insured Risk Trust Board. Active in PRIMA, she served on the PRIMA Institute planning committee and regularly attends local chapter meetings. She is also the 2022 PRIMA Public Risk Manager of the Year.

Jess Osborne

Jess is an attorney at Miller Nash LLP, located in Portland, Oregon. Jess represents public, private and nonprofit employers in a variety of employment and labor relations matters, including advice and litigation. She guides employers through a myriad of issues, including compliance with employment law statutes, challenges with organizational change, organized workforce questions and conducting workplace investigations. Jess represents clients during all phases of their labor relations matters, including contract negotiations and administration, and negotiating collective bargaining agreements.

Carleen C. Patterson, ARM-P, CIC, CRM

Senior Vice President, Alliant Insurance Services, Inc.

Carleen is the national public entity and higher education practice leader with Alliant. She works with higher education and public entity clients across the United States, providing insurance brokerage and risk management expertise. She has been in the insurance industry since 1988 and joined Alliant Insurance Services, Inc. in January 2020. Prior to Alliant, Carleen served in a similar role for a large, international broker. She has risk management, claims and insurance brokerage experience; and has spent the last 25 years specializing in self-insurance, insurance brokerage and consulting for large public entity clients. She was the recipient of the 2011 and 2012 Risk & Insurance Power Broker awards. She is a member of several national risk management-focused associations, including Public Risk Management Association (PRIMA). Carleen earned her BS in Education from the University of South Dakota. She is licensed as an insurance agent/producer in Texas and many other states and holds the Associate in Risk Management, Associate in Risk Management for Public Entities, Certified Insurance Counselor and Certified Risk Manager designations.

Mark Pew

Mark is an award-winning international speaker, author and jurisdictional advisor in workers' compensation. He has focused on the intersection of chronic pain and appropriate treatment since 2003. Rick Pray

Rick joined the Alliant Insurance Services public entity team in 2022. He has over 10 years’ experience in the insurance space and over 18 years of service within the public sector. Rick currently serves as a property and casualty broker and consultant for many public entities nationally which include several cities, counties, special districts and authorities, K-12 school districts, and higher education institutions. Among his areas of specialization are cyber liability and commercial crime. His commitment to client service has led him to receive the highest recognition for client satisfaction in the industry. Rick participates in several public sector risk associations and is a frequent contributor to conference sessions throughout the year. Rick holds a Bachelor of Arts in English from the University of Texas-Pan American and an MBA from the University of Texas-RGV.

Glenn Price, Jr.

Claims & Litigation Director, Missouri Intergovernmental Risk Management Association

Glenn has over 25 years’ experience in the insurance industry to include handling or managing teams overseeing personal auto claims, commercial property, product liability, premises liability and public entity coverages for Fortune 500 companies, insurance carriers, and municipal risk pools. He is highly active in the community through his church (serving in student ministries) and various other opportunities (like coaching or mentoring). Glenn is a member of claims and litigation management (CLM), and has had the opportunity to participate in various regional and national events for various associations. Currently, he leads a claims team handling a gamut of claims for municipalities around the state of Missouri and was part of the team that brought claims handling in house from a TPA environment just over four years ago.

Courtney Ramirez, ARM

Courtney is senior vice president with Alliant Insurance Services. Courtney manages a large book of mid-to-large public entity accounts and drives new business development. Courtney creates solutions to address the unique needs of her clients, such as establishing a platform to control costs for state lottery agencies and developing the Alliant Deadly Weapons Response Program (ADWRP) for active shooter coverage. Courtney is proficient in reading contracts and recommending language to mitigate clients’ risk. Liani Reeves

Liani is an attorney at Miller Nash LLP, a Northwest regional law firm. Liani works with employers on a wide range of issues, including as a litigator and as an outside investigator. Liani brings special expertise working with education and public sector clients. She served as general counsel for the Office of the Oregon Governor, providing advice on a wide range of legal issues including employment, public transparency, First Amendment, government ethics, tribal and public safety policy matters. Prior to the governor's office, she spent almost a decade at the Oregon Department of Justice where her primary focus was employment litigation defense.

Patty Reinecke, RN, BSN, CCM, MSCC

Patty has over 30 years of experience in the workers’ compensation industry, working at MEC in the excess claim environment for the last 16 years. Patty provides a unique healthcare perspective to the challenges of handling complicated, challenging claims. She also manages a team of four full-time employees with a wealth of expertise and resources that are well-versed in navigating the intricacies of complex workers’ compensation claims, regardless of SIR, with the goal of getting an injured employee back to the highest level of function possible. She also works in partnership with the claims’ administrators who service MEC clients offering MEC resources.

Matt Simmons

Senior Director, Public Sector, Arthur J. Gallagher & Co.

Matt is responsible for providing risk management and insurance brokerage services to municipalities, counties and schools. As the Georgia senior director of the practice group, he is charged with business development, client service and strategic planning throughout the state. Working with clients to reduce their total cost of risk and improve their risk profile, Matt leverages knowledge and strategic resources to not only provide comprehensive and competitive insurance brokerage option but also works to bolster, develop or transform impactful risk management programs for his clients. With his breadth of knowledge of risks throughout the state, Matt is able to leverage understandings of immunity, client experience and similar programs to design his approach to be customized for the client. Matt has more than 15 years’ experience in roles ranging from client service to brokerage. In addition to his leadership role within the practice, he also specializes in cyber risk consulting. In the ever-changing cyber landscape, he works with clients to enhance their security programs to protect against intrusion and to position each account as strongly as possible for underwriter reviews. He is a member of the GA Public Risk Management Association Board of Directors and has been sought after for speaking engagements on topics, including cyber risk best practices, domestic terrorism and engaging supervisors in risk management for K-12 Schools.

Jason Stoddard

Director of School Safety and Security, Charles County Public Schools (MD)

Jason is the director of school safety and security for Charles County Public Schools. He is responsible for sustaining a safe learning and work environment for over 27,000 students and nearly 4,000 staff members. Since serving the public schools in April of 2018, he has created the Office of School Safety and Security and has been awarded millions of dollars in grant money, implemented major evolutions such as revolving backgrounds for all employees, options-based active shooter response, the “I love u guys” Foundation Standard Response Protocols (a state of art radio communication system with public safety interoperability), first-of-its-kind intelligence unit, drone program and, most recently, has installed Gun Detect, an artificial intelligence driven solution for surveillance cameras in all the system schools. Jason has a master’s degree in organizational leadership. He is a graduate of Northwestern University, School of Police Staff and Command, and the FBI Law Enforcement Executive Development Program. Jason also serves as an adjunct professor at three universities, teaches executive-level leadership for the Maryland Police Training Commission, has authored several articles for magazines on topics ranging from school safety to organizational leadership, serves as a consultant for the Department of Justice and National Institutes of Justice, sits on several advisory boards, and has often traveled the country teaching school safety, active assailant response, leadership, data/evidence-based decision making, crisis communications and incident management.

PRIMA Housing Policies

PRIMA reserves a limited number of guest rooms for attendees of the PRIMA conference. When attendees book outside the PRIMA room block, or book rooms in advance on the chance that they will attend, only to cancel later, PRIMA is placed at high risk of paying attrition on the canceled rooms. Due to the economic climate as well as this above-mentioned risk, the following PRIMA-approved housing policy has been instituted.

Thank you in advance for adhering to these policies. Reservations at an official Conference hotel must be accompanied by a deposit equal to one night's room and tax to guarantee the reservation. All cancellations must be made at least 30 days prior to arrival to receive a refund of the deposit. Any and all cancellations made within 30 days of arrival will forfeit the entire deposit. Anyone booking more than eight-room nights will be required to sign a room block contract with the hotel and will be held to the hotel’s attrition and cancellation policies as per their contract.
