While self-funding a health insurance program is not a new concept, it is gaining in popularity as healthcare costs continue to rise.  This webinar will cover concepts in self-funding, including issues to consider when evaluating a self-funded health plan and how to evaluate a plan design.  Newer "add-on" concepts to self-funding, like direct provider contracts or on-site health centers, will also be discussed.

Presenter

Belva Hale, Vice President, Business Development, Sherrill Morgan

Belva has worked in various roles and departments during her 23 year career with local governments. Prior to joining the Sherrill Morgan team, Belva served as the director of administration for the City of Bristol, Tennessee. She was responsible for the divisions of human resources, risk management, purchasing and information technology where she implemented a change in retiree health benefits, was instrumental in implementing a hybrid retirement plan, completed the purchase of a city wide ERP system, and established a new comprehensive wellness program. Overseeing self-funded health insurance plans, health reimbursement arrangements, retiree health reimbursement arrangements and flexible spending accounts were also a key part of her responsibilities. Belva holds a B.B.A. from East Tennessee State University in business with a concentration in human resources management and completed the senior executive program at the University of Virginia's Darden School of Business.

With her varied experience, Belva is requested to speak at conferences for both human resources and risk management.

Terri Evans, Vice President, Employer Advisory Services

Terri is the vice president for Employer Advisory Services, a health care contracting and coordination agency based in Tennessee.  Terri is responsible for the development and execution of contracts with healthcare providers, and assisting employers select and implement on-or-near-site health and wellness centers that improve the financial position of their health insurance programs.  Prior to joining EAS, Terri was the risk manager for the City of Kingsport, Tennessee.  While with the city, Terri performed all risk functions within the department including benefits, self-funded health insurance, on-site wellness center installation/management, self-funded workers’ compensation, pooled liability with a large self-insured retention, and safety programs and training. An accomplished trainer and communicator, Terri has worked with governmental and private entities from all over the US, including cities, counties, and educational institutions, assisting to incorporate risk management principles and practices into daily activities. Terri proudly served as the 2016-17 President of Public Risk Management Association – PRIMA - and served as the national conference planning chairperson for PRIMA-Houston 2015. Terri served as co-chair of PRIMA Institute in 2018 and 2019.
