This session will provide examples of what has been occurring, how many tort laws are being ignored by juries and what possible recourse municipalities have to protect themselves.

A detailed review on how policing tactics and nuclear jury verdicts are adversely impacting public entities across the country. Between civil unrest and a rise in large settlements, the market is reacting to increased severity and reducing capacity for municipalities. This session will provide examples of what has been occurring, how many tort laws are being ignored by juries and what possible recourse municipalities have to protect themselves.

Robert Lowe, First Vice President, Public Entity Group, Alliant Insurance Services

Robert joined Alliant Insurance Services in 2016 after more than a decade in the insurance industry. Robert is First Vice President of Alliant’s Public Entity Group and leads the Property and Casualty Practice from Alliant’s Los Angeles office. Robert has over a 20 years of experience in the insurance industry, with a focus on public entities for over a decade. He works with a number of municipalities, counties, water, wastewater, airports, utilities, and transit agencies. Robert is a licensed Property & Casualty broker since 2001 was named a 2020 Power Broker by Risk and Insurance.

Courtney Ramirez, First Vice President, Public Entity Group, Alliant Insurance Services

Courtney joined the Alliant Insurance Services team in 2006. Her expertise is in the public entity sector with an emphasis in municipalities including local governments and states, pooled risks, education, healthcare, and transit. Courtney enjoys a challenge and likes to think outside of the box. She has been heavily involved in finding solutions to address some of the most unique needs of many of Alliant’s public entity clients. This includes establishing a platform to control costs for State lottery agencies and developing the Alliant Deadly Weapons Response Program (ADRWP) for active shooter coverage. Some of her clients include the State of Montana and State of Texas, Anne Arundel County (MD), the Cities of Austin (TX), Sacramento (CA) and Oklahoma City (OK), and a number of Transit Agencies and Higher Education/University risks. Courtney enjoys educating others and is proficient in reading contracts and providing recommendations for insurance requirements to mitigate risk for her clients.

Shawn Kraatz, First Vice President, Public Entity Group, Alliant Insurance Services

Shawn joined the Alliant Insurance Services team in 2000. Shawn brings nearly 25 years of company, MGA, and retail brokerage experience. Shawn is an all lines property and casualty broker with a core focus on public entity risks. Shawn has been able to utilize his varying background of carrier and retail experience to develop a variety of public entity specific programs while delivering overall entity specific strategic portfolio designs on behalf of some of the country’s largest entities. Shawn has primary broker responsibilities for over 40 counties, cities and special districts’ and is on the core broker team with program management responsibilities for the largest public entity pool in the U.S., the Public Risk Innovation, Solutions, and Management (PRISM) formerly known as the Excess Insurance Authority (EIA). In addition, Shawn has a specialized focus on Fiduciary Liability placements for national PERS, STRS, stand-alone retirement and county/city in house managed plans. Lastly, Shawn has had several years working in partnership with Alliant’s Environmental group in creating proprietary programs to solve the needs of our public entity clients and prospective clients’.
